The official start of our "Strengthening local societal security and preparedness" course.

The first part of our course “Strengthening Local Societal Security and Preparedness” takes place on 9–13 November 2026. The course focuses on human and societal security and strengthens participants’ ability to address preparedness challenges through cooperation across sectors.

Preparedness requires sustained work before a crisis occurs. Trust, inclusion, conflict prevention and cooperation are essential to communities’ ability to withstand disruption. The course examines how these processes can be strengthened locally and how organisations can work across professional and institutional boundaries.

Experiences from Ukraine are central to the programme, providing insight into how war affects communities, institutions and essential services. Drawing on research and professional experience from Ukraine, Norway and other conflict-affected contexts, the course explores how these lessons can inform local preparedness.

The programme combines theoretical perspectives with discussion, collaborative problem-solving and a practical field exercise. Participants will assess local risks, vulnerabilities, networks and resources, and develop concrete recommendations for preparedness policy and practice.

The course carries 15 ECTS credits and consists of two sessions.

This pilot will provide a basis for developing future training. Participants’ professional experience, reflections and feedback will inform the course’s evaluation and further development.

We will publish updates on the ICT4COP Centre’s LinkedIn page throughout the November session, sharing daily themes and reflections on the learning process.
