ICT4COP in Serbia

In Serbia, ICT4COP examined the development of police reform and community-oriented policing within the country's broader transition and democratization processes. The research explored how policing institutions could become more accountable and responsive to local communities, while considering the role of the rule of law in strengthening public trust.

The project reviewed existing research, legislation, policy documents, and material produced by international organizations and NGOs. It also examined how community-oriented policing was understood and implemented in practice, contributing to a broader comparison of policing approaches across Serbia, Kosovo, and Bosnia and Herzegovina.

Through this work, ICT4COP contributed to the development of research-based resources and guidance for policymakers, police practitioners, and community representatives. These resources aimed to support context-sensitive approaches to community-oriented policing and police reform in post-conflict settings.

Key points:

  • Reviewed academic publications, research reports and media coverage concerning policing in Serbia.

  • Studied the history of police reform and experiences with implementing community-oriented policing.

  • Examined the country's political, social, historical, cultural and economic context.

  • Followed policy developments, including efforts to introduce a new Police Act during the initial reporting period.

  • Built a network of experts in policing and community affairs to support fieldwork and interviews

Serbia's case examined how police reform and community-oriented policing were developing, and how national policies, institutions and local circumstances affected their implementation.
